I believe this pic was taken during the last 1/2 of the 1940's during the "Big Band Era", when college students wore the big fur coats, and did the Jitterbug. It looks to me like a student is carrying a bookcase out of one of the apartments located in the "GI Barracks" that were built at the close of WWII, for the homecoming soldiers that were married, but wanted to continue their education on the GI BILL. I lived on Meacham St. Williamstown. The 3 barracks were built next to our backyard, 2 facing Latham St. and the 3rd one facing Meacham St. at the intersection with Latham.
